Job Description

Raytheon-Rafael Area Protection Systems (R2S), a dynamic and fast-growing joint venture between Raytheon and Rafael, is seeking a proven, high performing Contract Specialist to fill this key role supporting the joint venture. Ours is a noble mission with a vision and purpose focused on a global scale.  This role will include activities supporting capture and execution of contracts for the Iron Dome AUR production as well as subcontracts in support of general operation of the business.

About the Role

The selected candidate will support both Defense Commercial Sales (DCS) and U.S. Federal Government prime contracts. This is a hands-on role in a dynamic environment where processes are evolving, priorities shift quickly, and initiative is essential.

The Contracts Specialist will support the full contract lifecycle — from proposal development and negotiations through administration, compliance, and closeout — while working independently in a remote environment with limited direct oversight.

U.S. Citizenship is required as this position needs a U.S. Security Clearance (SECRET or higher).

Key Responsibilities

Contract Lifecycle Support

· Draft, review, and administer prime contracts (Federal and DCS).

· Assist with negotiations and modifications to ensure compliance and alignment with business goals.

· Maintain complete and accurate contract files in compliance with company and regulatory standards.

· Input and manage contract awards, modifications, and related documentation in ERP systems, ensuring accuracy, compliance and timely processing to support acquisition requirements.

Proposal & Negotiation Support

· Prepare contractual sections of proposals, including reps & certs, assumptions, and compliance reviews.

· Support TINA-compliant proposals and assist in customer negotiations.

Compliance & Risk Management

· Interpret and apply FAR, DFARS, DCS clauses, ITAR, EAR, and related regulations.

· Monitor contract performance and recommend modifications as needed.

· Support internal and external audits.

Program & Business Support

· Provide contractual guidance to Program Management and leadership.

· Build and maintain strong relationships with customers while protecting company interests.

· Assist with subcontract flow-downs and consent requirements.

Qualifications

· Education: Bachelor’s degree in Business, Finance, Law, International Relations, or related field.

· Experience:

o 4–8 years of direct experience administering contracts for a U.S. firm contracting with the U.S. Federal Government or foreign governments/contractors.

o Knowledge of FAR, DFARS, agency supplements, and DCS contract structures.

o Experience with commercial defense sales contracts (articles, technology, services).

o Working knowledge of U.S. export control laws (ITAR/EAR).

· Skills:

o Strong drafting, negotiation, and problem-solving skills.

o Excellent written and verbal communication, including interaction with executive leadership.

o Ability to manage multiple complex contracts and proposals in a fast-paced environment.

o Proficiency in Microsoft Office Suite and SharePoint (IFS experience a plus).

What We’re Looking For

· Independent, resourceful contributor who thrives in a small, agile team.

· Someone who takes ownership, learns quickly, and delivers with accuracy.

· Flexible professional who adapts to shifting priorities and short deadlines.
