Project Scope:

The state is seeking an AWS Cloud Architect to lead the Cloud Architecture practice.

This role will guide the technical strategy, establish enterprise standards, and mentor engineering teams as they design and operate secure, scalable, and compliant cloud solutions. The selected architect will be responsible for ensuring that cloud adoption and migration projects are executed with best practices, integrated governance, and alignment to state and federal compliance requirements (e.g., NIST 800-53, CIS, FedRAMP, HIPAA, PCI-DSS).

This position is critical to ensuring Missouri's cloud platforms are reliable, future-ready, and cost-optimized, while providing expert leadership to state agencies as they transition to cloud-native environments.

Roles/Responsibilities:

• Design and implement infrastructure aligned with organizational security, performance, and cost optimization goals.
• Build and configure resources using best practices and Infrastructure as Code (IaC) methodologies where appropriate.
• Support agencies in cloud adoption and migration by providing both architectural planning and hands-on setup of environments.
• Develop and maintain technical documentation, including design diagrams, runbooks, and configuration standards.
• Collaborate with security, networking, database, and application teams to ensure cross-functional alignment and integration.
• Provide guidance on native tools, resource policies, role-based access control (RBAC), tagging strategies, and logging/monitoring configurations.
• Troubleshoot and resolve technical issues related to environments, escalating complex challenges as needed.
• Ensure all work aligns with enterprise governance and compliance standards, including NIST 800-53 and applicable data privacy regulations.

Mandatory Skills:

1. Relevant government experience.
2. Experience with State Government Cloud environment.
3. 6 + years of experience of Cloud experience in AWS, Cloud Framework, and Cloud pattern architecture, standard cloud platforms such as Aurora, Elastic Beanstalk, PaaS, IaaS, Cloud Database technologies, Ansible, Kubernetes.
4. Ability to debate technologies and clearly state design flaws or preferred technologies is a must.
5. Possess skills to architect in a dev-ops environment as well as the operations side.
6. Previous experience mentoring and managing an existing cloud team.
7. Experience with AWS, Azure, and GCP.
8. Experience with AWS Security Hub, Azure Security Center, and GCP Security Command Center.
9. Strong knowledge of SIEM solutions and cloud-native security tools.
10. Familiarity with compliance frameworks (NIST, CIS, FedRAMP, PCI-DSS, HIPAA).
11. Proficiency in scripting and automation
12. Hands-on experience with Infrastructure as Code (IaC) and policy-as-code tools.

Desirable Skills:

1. Preferred qualifications include experience and working knowledge of State of Missouri IT systems, which encompasses security, cloud services, infrastructure management on multi-platform environments, and management of large-scale development and maintenance, and operations projects.
2. Certifications such as AWS Certified Security, Azure Security Engineer Associate, Google Professional Cloud Security Engineer, CISSP, or CCSP are a plus
